State Incentive Grant (SPF SIG) Communities
Partnerships for Success
In 2008, 18 communities in the State of Illinois were awarded federal grants from the US
Department of Health & Human Services, Substance Abuse & Mental Health Administration (SAMHSA)
to help fund local prevention programming for FY2008-FY2010. Two additional communities were
awarded in 2009. Because of the work being done in communities receiving funding throughout
the state, Illinois was among only 4 states that were awarded the “Partnerships for Success”
Grant to begin in FY2010.
This grant was also awarded by SAMHSA and the Center for Substance Abuse Prevention (CSAP).
The award amount is $2.3 million dollars per year for up to five years (FY2010-2014). Both
grants require community project organizers to report on their progress throughout the project
period. The Partnerships for Success program is designed to address gaps in prevention services
and increase the ability of Illinois to help specific populations or geographic areas address
underage drinking problems. Illinois’ Partnerships for Success goal is to reduce the high
school 30-day alcohol use rate.
Schools either located within the target community or those that have students attending who
live within the community are asked to assist in the collection of relevant data to evaluate the
success of their community project’s effectiveness. This includes administering the Illinois
Youth Survey within those schools for three consecutive years for the SPF Grant and every other
year for the Partnerships for Success Grant.
